Mengelola Cadangan Pangan Dalam Situas Bencana: Adaptasi Pemerintah Daerah Pascagalodo di Kabupaten Tanah Datar

Abstract

Disasters not only increase food needs among affected communities but may also disrupt food management and distribution mechanisms that operate under normal conditions. This study examines local government adaptation in managing food reserves following the galodo disaster in Tanah Datar Regency, Indonesia. A qualitative approach was employed, with data collected through in-depth interviews and document analysis. Informants were purposively selected from the Food and Fisheries Agency, the Regional Disaster Management Agency, Perum Bulog, nagari governments, and a disaster expert. Data were analyzed interactively through data condensation, data display, and conclusion drawing. The findings show that food reserve management was undertaken amid limited stocks, fiscal constraints, and disruptions to distribution infrastructure. The local government responded by managing food stocks anticipatively, utilizing Unexpected Expenditure as an emergency financing mechanism, mobilizing cross-sector actors, establishing temporary access, and redirecting food distribution through alternative routes. The findings demonstrate that local government adaptation emerges when formal capacities and normal mechanisms come under pressure, making adjustments in resources, financing, and operational practices essential to maintaining food distribution. However, adaptive capacity does not eliminate structural problems associated with food reserve gaps and limited local fiscal capacity. This study argues that managing food reserves during disasters cannot rely solely on stock availability. It also requires the capacity of local governments to adjust their practices as conditions change, alongside stronger fiscal capacity and distribution preparedness to reduce continued dependence on emergency mechanisms.
